I will be visiting Perth this Thursday-Saturday and was hoping to pick up some good wine e.g. Moss Wood, Cullen and Houghton 2001s.
Would anyone have any recommendations on excellent wine retailers / merchants that I should visit? Would also appreciate knowing where they are located as I'm from out of town (Singapore).

Superb selection of nearly everything, and a great character shop with atmosphere. One of those shops where you can spend several hours browsing, find gems, and with very knowledgeable staff.

Agree about La Vigna
It's a family run business and they really know their stuff. Very good at helping you pick wines that are very good, but lesser known, which means more affordable that the well known names. That being said they have most of the big names in their stock as well and you should be able to some back vintages as well.
If Michael is not there, his daughter Ann Marie is also very good with her knowledge.

La Vigna is damn fine and Ann Marie can offer excellent advice if needed. Probably knows as much as her Dad now.
A km or 2 up the road on the corner of Walcott and Beaufort Sts is the Beaucott Liquor store. Upstairs is primarily your run of the mill bottle shop (with a couple of suprises here and there), but downstairs is their semi-independent Grand Cru store. It has one of the widest ranges of current and back vintage high to very high end wines I have ever seen. Unfortunately, some of the prices are also the highest I have seen, including Vintage Cellars back vintages! However, there is always stock on special, and some good value and even bargains can be found. Nick is the man to speak to there.
Also worth a look is Harbourne and Cambridge Cellars, located, funnily enough, on the corner of Harbourne and Cambridge Sts in Wembley, and the top Vintage Cellars outlets in Perth at Shenton Park (Nicholson Rd) and Cottesloe (Stirling Hwy) can give you an idea of decent "mainstream" fine wine stores here. There are apparently a couple of good independent wine stores in the back streets of Cottesloe, but I have never checked them out.
If you are seeking anything other than mass produced cheaper wines or packaged beer, it would be best to avoid the main chain stores like Liquorland and Woolworths Liquor. Some of the other smaller stores which are part of buying groups (Cellarbrations, Liquor Barons) may have a few suprises hiding, but don't bet your house on finding anything truly amazing.
If, while in Mt Lawley, you feel like a nice lunch with a good glass or two of fine wine, check out Must Wine Bar on Beaufort St. Styled on a French brasserie, they offer some really interesting stuff.
You can get little maps online by searching the Australian White Pages site, and some of the stores mentioned may have location maps on their own websites too.
