In the movie "The American President", that later morphed into the TV series 'The West Wing, Sydney Ellen Wade was a lobbyest for the environmental group the GDC.

Which has only passing relevance to today's question.

What is GDC in a vinous context and where is it best applied?

Maybe a reference to the Geneva Double Curtain trellising system which divides the canopy into two curtains to improve the vines exposure to light, especially in high vigor vines.......maybe....

Quite correct

Geneva Double Curtain is a vine training system where the canopy is divide into two pendant curtains, trained downwards from high canes.

It was developed by Professor Nelson Shaulis of Geneva.

The GDC system is particularly useful for wide row spacing vineyards of high vigor.

I've seen just one vineyard prepared with GDC trellising and it it a striking sight, with the grapes growing at or above head height; of the Quizmaster that is, I'm still below normal vine height.
